Annual Meeting

The Maine Community Development Association held their Annual Meeting at the Augusta Civic Center on Thursday, October 4, 2007.  Present were:

= 1.&n= bsp;      CALL TO ORDER:  J. Gulnac called the meeting to or= der at 8:19 a.m.


= 2.&n= bsp;      TREASURER’S REPORT:  R. Harriman presented the Statemen= t of Revenues and Expenses for the 9 months ending September 30, 2007.  He noted that membership was 2/3 d= own from the previous year.  J. Gu= lnac suggested sending two letters – one to non-renewing members and one letter to potential new members.  T. Levesque moved to accept the Treasurer’s Report; seconded by M. Walton.  The vote was unanimous.  Copy of= the report is attached and made a part of these meeting minutes.=


= 3.&n= bsp;      REPORT OF THE NOMINATING COMMITTEE:  T. Levesque presen= ted a slate of officers.  J. Gulnac requested other nominations from the floor and seeing none M. Baran moved t= o approve the slate of officers as presented and that the secretary cast one ballot f= or all nominees.  Motion seconded= by S. Dyer and motion passed unanimously.


= 4.&n= bsp;      ELECTION OF OFFICERS FOR 2007-2008:  See Above.


= 5.&n= bsp;      UPDATE ON FEDERAL FUNDING FOR 2008:  As liaison to COSCDA, T. Levesque provided a brief overview of the COSCDA Annual Meeting held in Seattle in September.  It was reported th= at the level of funding for the CDBG program is expected to be the same as last year.  Both the House and the = Senate passed a $3+ billion budget, which is higher than the President’s proposed budget.  Congress is looking at continuing a resolution for this fiscal year to fund the program= at the same level as last year.  = M. Baran reported that currently the Senate and the House are attempting to pa= ss a budget less than last year.  Legislators are looking at reformulating funds towards inner city needs.  The formula change is something that MCDA needs to be aware of and active in. 


There was also discussion on the formula change and the proposed calculation of poverty levels for each county in the U.S.  This may be beneficial to us since= Cumberland County is now out of the mix.  It is very important that all performance measures information be reported to DECD on a timely basis.  Another issue is that the CDBG pro= gram lacks a focus on eligible activities.  For example, housing programs could be funded through Maine State Housing Authority; water and sewer projects could be funded through USDA Rural Development, etc.  DECD may lo= ok at rewording the eligible activities for the CDBG program.


= 6.&n= bsp;       OTHER BUSINESS: 


= A)&n= bsp;      COSCDA/DECD Liaison Position:  T. Levesque suggested we postpone assigning this position because of decreased revenues.


= B)&n= bsp;     MMA Contract:  Prior to signing a contract with M= MA, MCDA should review their sources of revenues and expenses and see if anythi= ng might be accomplished in-house; i.e. financials, etc.


= C)&n= bsp;     May 10 and 11 Meeting Minutes:  Moved by R. Harriman and seconded = by S. Dyer to approve the meeting minutes as presented.  The vote was unanimously in favor.=


= D)&n= bsp;     MCDA Conference Call:  A conference call is scheduled for= 10:00 a.m. on Friday, October 26, 2007 for the purpose of organizing a schedule f= or the upcoming year; establishing committees; update the funding directory; extending membership dues to 2008 rather than attempt to collect 2007 dues; updating member list, etc.


= E)&n= bsp;     Invitation to attend Citizen Involvement Day:  A. Smith ext= ended an invitation to all MCDA members to attend a Citizen Involvement Day in Bath on Saturday,= October 6, 2007 from 10:00 a.m. to 1:00 p.m.


= 7.&n= bsp;      M. Walton moved to adjourn the meet= ing at 9:15 a.m.
